Public authorities, hospitals, universities and public companies increasingly cover peaks, absences and seasonal demand through temporary agency work. From winter road maintenance at Autobahn GmbH to nursing staff in a municipal hospital: tenders usually take the form of a framework agreement from which services are called off over several years. Whoever holds this framework agreement has a reliable customer with predictable payment.
For staffing providers, this is a sales channel with a particular advantage: the demand is described, the quantity structure is set out in the documents, and the award follows fixed rules rather than personal relationships.

A bid can only win the contract with a licence under Section 1 of the Temporary Agency Work Act (AÜG). Contracting authorities almost always require it as evidence, usually as a copy with a current date. Before every submission, check whether the licence is valid for the entire service period, especially for time-limited licences and framework agreements spanning several years.
The law generally limits assignment to the same hirer to 18 months and, after nine months, requires the same pay as for comparable permanent employees (Section 8 AÜG), unless a collective agreement with sector supplements provides otherwise. For framework agreements spanning several years, these stages must be reflected in the price sheet. A billing rate that ignores the equal pay date no longer pays off from the tenth month onwards.
Since May 2026, the Federal Collective Wage Compliance Act (Bundestariftreuegesetz) also applies to federal contracts from €50,000, and it explicitly covers deployed temporary agency workers as well. More on this on the page on Facility management, where the rule applies in the same way.
Larger procedures are often divided into lots, for example by occupational group such as nursing, administration and industrial work, or by location. For medium-sized staffing providers, this is the way in: you do not have to handle the entire volume but bid for the lots in which you have staff and references. Where a qualification is missing, a bidding consortium is worth considering.
A valid licence under the AÜG, price sheets graded by pay grade or assignment period, complete information on collective bargaining coverage and comparable references, so for a nursing lot, nursing assignments rather than industrial helpers. All four can be checked before submission.
