From office equipment and vehicles to laboratory supplies: supply contracts make up a large share of public procurement. In the EU's Official Journal alone, 19,509 calls for competition for supplies with place of performance in Germany were published in twelve months.
Contracting authorities generally describe requirements in a product-neutral way. If a specific make is named by way of exception, the addition “or equivalent” must be included (Section 31 of the Public Procurement Regulation (VgV)). This gives equivalent alternative products a fair chance as well. More on this in the article on tailored tenders.
Supplies are often awarded as a framework agreement from which orders are called off over up to four years (Section 21 VgV). The quantities in the bill of quantities are estimates. Plan your delivery capacity over the entire term accordingly.
Alongside price, contracting authorities increasingly weight life-cycle costs, energy efficiency and environmental labels. Quality labels may be required as evidence (Section 34 VgV). If you carry sustainable products, you should clearly demonstrate this strength in your bid.
