Sebastian Löffler

Founder of validait. Writes here about public procurement from the perspective of the companies that bid for contracts.

Professional background

My master's thesis examined how the review of tender documents can be automated without losing traceability. At the core of the work was an ontology-based method that identifies requirements in tender documents and checks them against a company profile, with every assessment remaining tied to a source reference in the document.

For the thesis I spoke with bid managers, managing directors and procurement leads from construction, IT, industry and the public sector. These conversations still shape how validait is built and what I write about here.

Professionally, I work in technical sales in intralogistics, and before that I spent several years in personnel and project services, where public tenders were part of everyday business. This perspective, that of the supplier rather than the contracting authority, is the viewpoint of the articles on this page.

How these articles are written

Every article follows the same rules, and I set them out here so that you can judge what you are relying on:

  • Every legal statement names the provision and refers to the primary source, usually legislative texts or official notices.
  • Every page shows a visible legal status. Procurement law changes, most recently and substantially on 1 July 2026.
  • Where the legal situation is unclear or in flux, I say so instead of giving a neat answer.
  • Figures come either from cited sources or from our own analyses of official procurement data, stating the period and the number of cases. Estimated values are never presented as facts.
  • I use AI tools for research and writing. Only what I have reviewed and edited for subject accuracy is published. I am responsible for the content.
ImportantThese articles are general information and not legal advice. For specific procedures you should seek expert advice, especially regarding deadlines and the obligation to file complaints.
